It checks explicit authority, temporal applicability, scope, verification, provision segmentation and structured conditions, then reports blockers, unknowns and unexamined areas. Missing or unverified required grounds fail closed. NORMS does not provide legal advice, certify compliance, parse PDFs or documents, retrieve laws, infer normative conditions from free text, approve contracts or modify external data.
